A constitutional amendment proposing a single, non-renewable ten-year term for Ghana's Electoral Commission (EC) leadership has been recommended by the Constitution Review Committee (CRC). The proposal aims to bolster institutional independence.
The CRC's recommendation calls for an amendment to Article 223 of the 1992 Constitution. It states that the EC Commissioner and Deputy Commissioners would hold office for "a single, non-renewable term of ten (10) years or upon or until he or she attains the age of 65 years, whichever is earlier."
A further measure includes a three-year post-service restriction. Former Commissioners and Deputy Commissioners would be "ineligible for appointment to any other public office" during this cooling-off period.
According to the Committee, the fixed tenure is designed to insulate decision-making from concerns over reappointment. The post-service restriction is intended to ensure a clear separation from other branches of public service.
These proposals are part of a broader set of constitutional review committee (CRC) submissions focused on enhancing governance and strengthening democratic institutions.
